At the risk of bringing coal to Newcastle, have you checked the
extensive work of Laframboise?  You should find his publications in
Physics of Plasmas and its predecessors, as well as cited in most
probe-related work (including a book by Hershkovitz [sp?]).  Judging
from the number of papers, several Ph.D.s have been minted treating this
problem. Alas, it still does not include, as far as I know, the solution
to the time-domain problem.
