An interesting article appeared
recently in Russian press. It's an interview
with the head of Keldysh
Research Center (Russian Acad. of Sciences), Acad.
A. Korteyev.
Dr.
Korteyev says that his research center created a portable (100 kg)
device
that can generate a cloud of plasma around a moving aircraft,
reducing its
radar signature by as much as 100 times. He also says that such
a device
was actually built and tested on a real aircraft and is
production-ready.

I
am curious if anyone can explain how this device may possibly work - not
only
how a cloud of plasma may be created around an aircraft in flight, but
also
how is it supposed to affect a radar signal. This topic is hotly
debated
on rec.aviation.military but people over there got stuck on the very
definition
of plasma :-)
