Unfortunatly, yes. You have to get the material up there for now.
Look at all the problems with the Cassini launch. Just sending up
an RTG is a problem, let alone a plutonium reactor.

Politics has nothing to do with reality. If we could get off the
planet we might be able to create a different set of politics.
